Parking
The mission of Parking Services is to facilitate the movement of people and vehicles throughout the campus in the safest possible manner, and to facilitate the efficient parking of these vehicles in appropriate areas on campus.
This publication is intended to provide an overview of the rules and answer frequently asked questions (FAQ's). All policies, procedures, and fees are subject to change without notice. This manual is accurate as of March 31, 2009. Any policy changes after that date will be posted on our website. These rules and regulations have been reviewed and approved by University Administrative Parking Committee (UAPC).

Parking Permits
The Parking Office reserves the right to revoke the permit and parking privileges for misuse of the permit or disregard of the rules and regulations. The correct use of the permit is the responsibility of the registered permit owner. Parking Permits are not transferable to another individual.
Every effort is made to provide a permit that will best meet your needs. Parking on campus is assigned to correspond to the multiple permit types. A listing of parking permit types follows.
Single-day and multi-day permits may be purchased by anyone who needs to park at the University. This includes, but is not limited to, students, faculty, and staff who have not purchased an annual permit. Annual permit holders who have forgotten their permit may be issued a free temporary permit. These permits are available at the Parking Office or from the Visitor Pay Lot Attendant. These permits are valid in parking lots that correspond with the permit type and dates issued. The information on a temporary permit must match the vehicle it is issued to.
The UND Parking Office welcomes contractors, delivery services, and vendors to campus and issues permits which may be purchased for a daily, monthly, or annual period. All contractors, delivery persons and vendors are required to obtain and display a UND permit or park in a metered lot and pay the fee while conducting business at the University. Those who purchase a delivery/vendor permit are entitled to park in Service Vehicle and Maintenance zones. It is the responsibility of the person who owns the permit or the vehicle to park legally and obey all parking restrictions on campus.
Applications for construction, delivery, and vendor permits can be picked up at the UND Parking Office located in the lower level of the Memorial Union. Construction projects may warrant specific parking designations for contractors. Further parking information will be provided when the bid is awarded or at the time of permit purchase.
S
(Blue)
This permit type is issued to students who are either living off campus or in campus apartment housing. This allows these students to park in any S (blue) lot or G (brown) lot.
H18
(Green)
This permit is issued to students who are living on campus in Noren, Brannon, Selke, or McVey Halls. This permit allows them to park in the H18 parking lot or in any G (brown) parking lot.
HPR
(Green)
This permit is issued to students who are living on campus in Bek, Hancock, Walsh, or Squires Halls plus Gamma Phi Beta and Delta Upsilon. This permit allows them to park in the HPR parking lot or in any G (brown) parking lot.

This permit is issued to students living in fraternities or sororities. The permit allows them to park in the HMU, HPR or any G (brown) parking lot.
H30
(Green)
This permit is issued to students living in University Place. The permit allows them to park in the H30, H18 parking spaces located in the Chester Fritz Auditorium parking or any G (brown) parking lot.
HW (Green)
This permit is issued to students living in West Hall. The permit allows them to park in the HW zone by Chester Fritz Auditorium and any G (Brown) Lot.
G (Brown)
The G (brown) lots are considered overflow parking lots. This permit can be issued to any staff, faculty, or student. It is a general parking permit that allows them to park in G parking spaces only. Any valid UND permit is allowed to park in any G space.
SHZ (Purple-student accessible permit)
This permit is issued to students who are eligible for a permanent accessible permit. This allows them to park in any lot on campus. Accessible permits are not exempt from paying the token meter fee or pay lot fee.

This permit is issued to faculty and staff that qualify for an A permit. This permit allows them to park in any A (red) lot or G (brown) lot.
AHR
(Red)
This permit is issued to Head Residents. This permit allows them to park in any AHR (head resident) space, A (red) lot, or G (brown) lot.
AHZ
(Purple-faculty and staff accessible)
This permit is only issued to faculty/staff that are eligible for a permanent accessible permit. This permit allows the holder to park in A, S or G lot on campus as well as any accessible space. Accessible permits are not exempt from paying the token meter charge or pay lot fee.

K (Yellow)
This permit is issued to businesses and vendors who park on campus on a regular basis. It is purchased yearly and allows parking in any lot or maintenance vehicle space or service vehicle space. If the holder of this permit parks in meters, pay lot or timed zones, they must adhere to the time limit and/or pay fee. This permit is not to be used by students, faculty or staff, unless special arrangements by parking office.

Cash, check, or credit cards
(Visa, MasterCard, and Discover) are acceptable methods of payment. Checks
should be made payable to UND. Please do not send cash or credit card information through the mail. Also, please do not fax credit card information to our Office. At
this time the UND Parking Office is not equipped to accept Passport
ID money for any kind of payment, and the Parking Office will only accept cash payment in US currency.

Deduction
Payroll
deduction is the preferred method for benefited faculty and staff personnel to
purchase their required annual permit.
Eligibility-faculty and staff are eligible to purchase a parking permit through monthly payroll deductions if the following criteria are met. The individual must be a fully benefited employee with a minimum 9-month appointment. A pre-tax amount will be deducted over 18 pay periods or less if the A permit is purchased after the start of the school year. The initial signature on the A permit form indicates that their permit will automatically be renewed the next appointment year by unless written notification of termination is received by the UND Parking Office. A new permit or validation sticker will be mailed out to renew your permit each year thereafter. Upon termination of your employment, you will need to turn in your permit or the remaining purchase amount will be deducted from the last paycheck.
Changes throughout the Permit Year: If you need to change permit type at some point during the permit year, you may be exchange by returning the original permit and completing a new application. If the cost of the new permit is different than the returned permit, a credit or additional payment or monthly deduction may be required.
Prorated Permit Purchases and Refunds
Lost or Stolen Permits
Motorcycles can only be parked on campus during the time of year they can be safely driven. Motor homes, campers, boats, or any other recreational vehicles must not be parked or stored on campus. Special circumstances can be discussed with the Parking Office.
A motorcycle is defined as any scooter, moped,
motorcycle, or motorized bike that requires a license plate. Any motorcycle parked on campus must be
registered with the UND Parking Office and display a valid
motorcycle permit. If you have a
vehicle registered on campus and are also going to be using a motorcycle, the
motorcycle permit is free of charge. If
you do not have a vehicle on campus and will be using a motorcycle only, the
motorcycle permit fee would be equal to 1/2 the current price of a vehicle
permit. Motorcycle permits must be affixed to the front
windshield or on one of the front forks. Motorcycles are
required to follow the same regulations as other motor vehicles parking in
their assigned lot. The exception is
they may park in the hashmarks of their designated permit lot (at the ends of
the rows) providing they are not creating a safety hazard or blocking any
roadway/walkway. Motorcycles parking in
metered lots or timed zones are not allowed to park in the hash marks or exceed
the time limit. The Memorial Union loop has designated 30 minute motorcycle spaces. They may not park on a sidewalk or at bike racks. Motorcycles cannot be stored on campus during
winter months. Please call the

Motorcycles are allowed to be park in the Southeast corner of Level 1 of the Parking Ramp in the designated area during the summer (after May 15) and fall. A current UND motorcycle permit must be displayed on the motorcycle. Entering and exiting the Ramp is achieved by slowly driving by the entry gate on Lane 1 or exiting on Lane 5. Motorcycles are only allowed on Level 1 of the Ramp. If the designated motorcycle area on Level 1 is full, exit the Ramp and find another appropriate site to park. Please note: the motorcycle parking area in the SE corner reverts to Enforcement Parking at the end of fall until May 15.
Retired Employee Parking Permit
Note: If the retiree is maintaining an office on campus or continuing to park on a regular basis, it is required that they continue purchasing an A (red) zone permit. If there are any questions concerning temporary or permanent retiree parking on campus, contact the Parking Office to get the appropriate price for a retiree permit.
All parking on campus is allocated and assigned for
specific uses. Lack of a parking space does not justify illegal
parking. The permit holder, registered
owner of the vehicle, or driver can be held liable for any parking infractions
or expenses that occur with or because of the vehicle. Parking regulations are enforced and permits are required 24 hours a day / 7 days a week, unless otherwise designated by parking lot signage.
Meters are used in high-demand areas to facilitate short-term parking. Anyone can park at a meter on campus; however, the meter fees must be paid. Visitors and University affiliated people are not exempt from parking meter charges. Meters accept nickels, dimes, and quarters. Meters vary from ½ hour to 4 hours and some are enforced 24 hours a day / 7 days a week. Meter information including rates, is posted either on the meter itself, or at the lot entrance. Report all malfunctioning meters to the Parking Office immediately and identify the location and meter number found on the meter head. If a citation is issued to a vehicle parked at a malfunctioning meter, advise the Parking Office for assistance. Accessible permits are not exempt from paying the meter fee.
All faculty and staff that park a vehicle on campus daily are required to purchase a permit and park in any A (red) or G (brown) lot on campus, or utilize some type of pay parking.
Students, depending on their
residency, are able to park in S (blue), G (brown), or any green housing lots.
The Parking Ramp is located at the corner of 2nd Ave. N. and Columbia Road. The daily pay rate to park in the Ramp is the same as the Visitor Pay Lot, which is listed above. Customers can pay for parking services with credit cards (Master Card, VISA, and Discover Card only) on Lanes 3, 5 and at the Pay Station in the SW Tower on Level 1. When the Pay Booth at the Ramp is staffed, the attendant can accept cash payment as well. When the Pay Booth is not staffed, cash transactions can be made at the Pay Booth in the SW Tower on Level 1. Validated parking tickets from the Pay Station must be presented to exit machines on Lanes 3 or 5 as the customer drives out of the Ramp within 15 minutes or the clock begins counting again for additional pay parking charges.
Please Note: the charge rate for a lost pay parking ticket is the full daily rate of $7.00. Additional parking options for persons with a valid UND parking permit are posted by the entrances to the Ramp.
Temporary Parking Permits for “A”, “S”, and “G” parking lots are available at the Parking Office or from the Attendant at the Visitor Pay Lot. The charge is $5/day or $20/week. These permits do not allow parking in the Visitor Pay Lot or the Ramp.
Departments planning special activities which require parking services should contact the Enforcement Office at 777-0718 or by sending the Special Activity Form found on the UND Parking web page at: http://www.parking.und.edu . Two weeks of lead time is required. Location of parking, cost of parking, special needs such as signage or attendant services are issues that will be considered.
Various parking lots are used for paid event parking. These lots include the Parking Ramp, Wellness Lot and the Corwin-Larimore Lot. Parking in these lots during an event such as an athletic game or concert will require a fee per car. Parking staff will be available to assist and direct vehicles. Seasonal passes are available at a reduced rate for anyone planning to attend all athletic events. These passes may be purchased at the Parking Office, the University of North Dakota Bookstore, by mail, and from the Event Staff. See the parking web site for a schedule of events in which event parking fees will occur. Individuals choosing not to park in a paid event lot will not be allowed to park in other University lots unless they display a valid parking permit. Violators will be cited.
Service Vehicles are to use Service Vehicle Parking areas
that are located at various locations throughout the campus. Service Vehicles
are not allowed to park on lawn areas, sidewalks, or other no parking zones.
Service Vehicles that park in the 30-minute timed zone in front of the Memorial
Union are not allowed to exceed the 30-minute time limit. Please contact the
UND Parking Office to obtain locations of Service Vehicle
zones.
Service vehicle zones become thirty-minute timed zones between the hours of 4:30 pm and 3:00 am. This does not apply to the service vehicle zones on Second Avenue.
Maintenance vehicle spaces have been identified in various areas of campus. These spaces are reserved for identified delivery and service workers only. These spaces are protected on a 24/7 basis. Service vehicles placards are not honored in these spaces.
Patients and visitors to the Family Medicine Residency,
located on the North end of Campus, may park in the designated area directly in
front (east) of the
The University of North Dakota Bookstore
Customers to the University of North Dakota Bookstore may park in the designated customer parking area directly in front (east) of the bookstore.
Visitor Pay Lot parking can be used by all faculty, staff, students and visitors. This lot is a pay parking lot and the hours of operation are from 7:00 am – 5:00 pm, Monday – Friday, between the hours of 5pm & 10pm UND permit required. No free parking after 4.00 pm. This Visitor Pay lot is located in the center of the campus at the intersection of Centennial Drive and Campus Road. The lot is staffed during the school year by an attendant who can provide information on locations of administrative and academic offices. The charge is based on an hourly rate. See the Fee Schedule appendix for the rates. The first half hour is free parking. Coupon books are available for purchase to use in this lot. They may be purchased at the Parking Office or from the Visitor Pay lot attendants.
Temporary Permits
The Parking Office will issue a temporary Accessible Parking Permit to any student, faculty, or staff for up to two weeks upon receipt of a physician’s statement verifying the need for accessible parking. If a longer time is needed, the individual must obtain a state Accessible Parking Permit (often called a “Mobility Impaired” or “Handicapped” parking permit). The Parking Office can extend the UND Temporary Accessible Parking Permit to match the length of time authorized by the state.
Permanent Permits
The Parking Office offers a permanent Accessible Parking Permit to those who already have a state issued permanent accessible parking permit. If you have a state issued permit, bring it to the Parking Office and a UND permit will be issued. If you do not have a North Dakota or other state accessible parking permit, please contact the Parking Office for more information.
Parking
Designated accessible parking areas are to be used if the vehicle operator has a UND Accessible Parking Permit. If these areas are unavailable, the permit holder is allowed to park in any parking lot space except the service vehicle spaces on Second Avenue or any reserved spaces. NOTE: Vehicles displaying accessible parking permits will be cited or towed in expired meters, reserved spaces or maintenance spaces.
Fees
Temporary handicapped permits may be purchased from the Parking Office. There is no additional charge for a temporary or permanent Accessible Parking Permit if a person already has a valid Parking Permit.
Visitors
Visitors with accessible parking needs are allowed to park in marked accessible spaces if they display a state issued accessible permit.
The University of North Dakota leases land from the Grand Forks Airport Authority to provide parking for our Students, Faculty, and Staff in the Aviation Program. Beginning September 2009, lot designation will change to parameter lot parking where all A, G, S, or parameter permits will be honored. There is no overnight parking allowed in these lots. The only exception for parking overnight is given to Aviation students who are on cross-country or overnight training flights, or employees on official UND Aviation business. Special permits must be obtained from the University of North Dakota Flight Operations desk. This permit must be dated for the specific time they will be parked there. This temporary permit must be completely filled out and affixed to the front, lower left corner of the windshield. All other vehicles parked between the hours of 3:00 am and 6:00 am will be cited. If the vehicle is parked for a second night it will again be cited and impounded at the owner’s expense. The Parking Office will make an attempt to contact the owner to inform them to relocate the vehicle. When a violator has returned and his/her vehicle has been impounded, he/she must contact the Parking Office or UND Police for assistance in retrieving his/her vehicles. Before the vehicle will be released, the owner must pay any citations, the towing expense, and any daily storage fee charged by the towing company. Summer / Winter Parking - Holiday / Student Breaks
Summer Parking
Summer parking begins the Monday after Spring Graduation in May and ends the Friday before school starts in the fall. During the summer, open parking is permitted for all of those who have a valid UND parking permit. This allows anyone with a valid UND permit to park in A (red), S (blue), and G (brown) zones except: the Airport, Twamley, Upson and Wilkerson “A” lot.
Note: These lots are never available for open parking, and always require A (red) permits except when the lot is assigned as an event parking lot.
The University does not allow recreational vehicles such as campers, boats, and trailers to park on campus. If special short-term accommodations are requested please contact the UND Parking Office. Without special arrangements vehicles could be impounded or relocated at the expense of the owner. All vehicles on campus must be operable and driven on a weekly basis. Long-term parking is not allowed.
During certain legal holidays where UND is closed and Student Breaks, open parking is permitted just like during the summer (see above). These holidays are: Friday after Thanksgiving, Christmas Break, Spring Break, and Easter Monday. This does not apply to finals week, reading and review days, or other holidays where UND is opened. Winter Parking
UND will make every effort to keep lots and roadways clear of snow. The frequent moving of vehicles is encouraged to assist with the snow removal procedure. Parking on or near piles of snow can create a safety hazard, which is a ticketable offense. Hashmarks and the ends of the rows are difficult to see in the winter, however parking in these areas creates a safety hazard and is not allowed. These are still ticketable offenses and in some cases vehicles may be relocated at the owner’s expense.
Special consideration is given to vehicles parking around the residence halls at the beginning and end of each semester. During this time parking enforcement is limited. Tickets may be issued to vehicles parked in “no parking zones” or “handicapped or accessible parking spaces without the proper handicapped permit. Tickets would be issued if a vehicle is parked in a manner that could create a safety hazard. Parking on grass or sidewalks is prohibited. For more details contact the UND Parking Office at 777-3551.
Parking Permits : Permits are required in all UND parking lots at all times. Regular permits are valid anytime and PM permits are available for evening and weekend parking.
Loading Zones: The maximum time allowed is 30 minutes. All loading zones are enforced 24 hours a day / 7 days a week. These spaces are to be used for loading and unloading only.
Timed Zones: The maximum time allowed is 30 minutes
unless otherwise posted. Timed zones are enforced 24 hours a day / 7 days a week. Moving vehicle from one space to another, back and forwards, or leaving and returning within 30 minutes does not give additional time or prevent citation.
Service Vehicle Zones: Service Vehicle zones are enforced from 3:00 am to 4:30 pm. These spaces are available to Service Vehicles, State Fleet Vehicles, and K- Permit holders. Service Vehicle Placard holders may also use these spaces for a maximum of 90 minutes. Service Vehicle zones become 30 minute timed zones between the hours of 4:30 pm and 3:00 am. This does not apply to service vehicle zones on Second Avenue.
No Parking Zones: Parking is allowed in designated parking spaces only. Lack of parking spaces does not allow illegal parking. All other areas are “No Parking Zones”. Parking is not permitted on hash marks, snow piles, sidewalks, along curbs, in grass areas, and along roadways. Areas such as hash marks, sidewalks, or curbs that are snow covered are still considered “No Parking Zones”. Streets on campus are” No Parking Zones” unless designated otherwise.
Overnight Parking: Parking Zones that are signed “No Overnight Parking” must be vacated during the hours of 3:00 am and 6:00 am, 7 days a week. This allows time for lot maintenance and snow removal. It also prevents long term parking in these areas.
Second Avenue Parking: Parking on Second Avenue is restricted to service vehicles. It is enforced 24 hours a day / 7 days a week. The service vehicle areas on Second Avenue do not revert to 30 minute timed zones after 4:30 pm.
Airport Parking: No overnight parking is allowed at the airport. Vehicles left overnight are subject to a $20.00 fine and will be impounded at the owner’s expense. For long-term or overnight parking at the airport, the public parking area is suggested.
Resident Hall Parking:
Specific parking permits are required in each resident hall parking lot. These requirements are enforced 24 hours a day/ 7 days a week. The Wilkerson A lot is restricted to red A permits during the hours of 3:00 am to 4:30 pm every day, including Saturday and Sunday. Between the hours of 4:30 pm and 3:00 am any valid UND permit may park. Unauthorized vehicles parked in this lot between 3:00 am and 4:30 pm are subject to a $15.00 fine and towing at owner’s expense. This is restricted because of the parking needs of the staff working in the Wilkerson Dining Hall.
The registered holder of the permit is responsible for any and all citations issued to that permit number. UND may modify the violation/fine structure as necessary to facilitate safe and orderly parking on campus. Below is a list of all Parking Violations and Fines
