In the event of any emergency, push the button to activate the phone and speak directly with a police dispatcher. Use these phones in the event of a fire, medical, or other emergency, or to report suspicious activity.
Parking Safety Tips
To help secure your vehicle and your belongings, the UND Parking and UND Police encourages you to do the following:
1. Lock your vehicle every time you leave it.
2. Discourage theft by parking in well-lit spaces and high pedestrian traffic areas.
3. Report suspicious people to UND Police at 777-3491, include as much information about the person, location, and/or type of vehicle involved.
4. Have your keys in hand when approaching your vehicle. Look inside your vehicle and underneath prior to entering it.
5. Do not leave valuables or property visible inside the vehicle. Lock these items in the trunk.
6. Avoid walking alone at night unless absolutely necessary.
7. Walk purposefully; know where you are going, project a no-nonsense image.
8. Call the UND Police Escort Service at 777-3491 to be escorted to your on-campus destination.

This publication is intended to provide an overview of the rules and answer frequently asked questions. All policies, procedures, and fees are subject to change without notice. This manual is accurate as of September 1, 2007. Any policy changes after that date will be posted on our website.
These rules and regulations have been reviewed and approved by Student Government and the University Parking Committee.

Shuttle Bus Services
The Transportation Department provides free shuttle service around campus to all students, faculty, and staff. Schedules are made out at the Transportation Department and can be picked up at the information desk of the Memorial Union. You may call the Transportation Department at 777-4122.
Free Escort Services
You may contact University Police by calling 777-3491 and requesting an escort from your vehicle to your Resident Hall or from your Resident Hall to your vehicle. They will give you a ride, walk with you, or follow you to your destination. This is an on campus service, provided 24 hours a day / 7 days a week.
SAFE Ride
SAFE ride is a program that was instituted by Student Government and UND Transportation to provide free rides to students on the University Campus. The phone number is 777-SAFE (777-7233). Students will need to provide their name, location, and number of passengers traveling.
Hours of operation are: Monday – Thursday 10 pm-3 am
Friday-Sunday 5 pm-3 am
The SAFE Ride service does
not run on holidays or on the day prior to a holiday.
CAT (Cities Area Transit) Prowler
UND Students may ride any of the city bus routes free of charge with a valid CAT Prowler card and a Student ID. Cards and route information are available at the Student Government Office, main floor of the Union. For more information contact the Student Government office at 777-4377 or the City Bus Hotline at 746-2600.

Parking permits are considered University property. The Parking Office reserves the right to revoke the permit and parking privileges for misuse of the permit or disregard of the rules and regulations. The correct use of the permit is the responsibility of the registered permit owner. Parking Permits are not transferable to another individual.
Every effort is made to provide a permit that will best meet your needs. Parking on campus is assigned to correspond to the multiple permit types. A listing of parking permit types are listed.
Single-day and multi-day permits may be purchased by anyone who needs to park at the University. This includes, but is not limited to, students, faculty, and staff who have not purchased an annual permit. Annual permit holders who may have forgotten their permit may be issued a free temporary permit. These permits are available at the Parking Office from the Visitor Lot Attendant or from the Ramp attendant. These permits are valid in parking lots that correspond with the permit type and dates issued. The information on a temporary permit must match the vehicle it is issued to.
The UND Parking Division welcomes contractors, delivery services, and vendors to campus and issues permits which may be purchased for a daily, monthly, or annual period. All contractors, delivery persons and vendors are required to obtain and display a UND permit or park in a metered lot and pay the fee while conducting business at the University. Those who purchase a delivery/vendor permit are entitled to park in Service Vehicle zones. It is the responsibility of the person who owns the permit or the vehicle to park legally and obey all parking restrictions on campus.
Applications for construction, delivery, and vendor
permits can be picked up at the UND Parking Division located in
the lower level of the Memorial Union. Construction projects may warrant
specific parking designations for contractors. Further parking information will
be provided when the bid is awarded or at the time of permit purchase.

This permit type is issued to students who are either living off campus or in campus apartment housing. This allows these students to park in any S (blue) lot or G (brown) lot.
H18
(Green)
This permit is issued to students who are living on campus in Noren, Brannon, Selke, or McVey Halls. This permit allows them to park in the H18 parking lot or in any G (brown) parking lot.
HPR
(Green)
This permit is issued to students who are living on campus in Bek, Hancock, Walsh, or Squires Halls plus Gamma Phi Beta and Delta Upsilon. This permit allows them to park in the HPR parking lot or in any G (brown) parking lot.

This permit is issued to students living in fraternities or sororities. The permit allows them to park in the HMU or any G (brown) parking lot.
H30
(Green)
This permit is issued to students living in University Village Apartments. The permit allows them to park in the H30, H18 parking spaces located in the Chester Fritz Auditorium parking or any G (brown) parking lot.
G (Brown)
The G (brown) lots are considered overflow parking lots. This permit can be issued to any staff, faculty, or student. It is a general parking permit that allows them to park in G parking spaces only. Any valid UND permit is allowed to park in any G space.
SHZ (Purple – student accessible permit)
This permit is issued to students who are eligible for a permanent accessible permit. This allows them to park in any lot on campus. Accessible permits are not exempt from paying the token meter fee, pay lot fee, and must adhere to posted time limit.

This permit is issued to faculty and staff that qualify for an A permit. This permit allows them to park in any A (red) lot or G (brown) lot.
AHR
(Red)
This permit is issued to Head Residents. This permit allows them to park in any AHR (head resident) space, A (red) lot, or G (brown) lot.
AHZ
(Purple – faculty and staff accessible)
This permit is only issued to faculty/staff that are eligible for a permanent accessible permit. This allows them to park in any lot on campus. Accessible permits are not exempt from paying the token meter charge, pay lot fee, and must adhere to posted time limit.

K (Yellow)
This permit is issued to businesses and vendors who park on campus on a regular basis. It is purchased yearly and allows parking in any lot or service vehicle space. If the holder of this permit parks in meters, pay lot or timed zones, they must adhere to the time limit and/or pay fee.This permit is not to be used by students, faculty or staff, unless special arrangements by parking office.

Lost or Stolen Permits
Motorcycles can only be parked on campus during the time of year they can be safely driven. Motor homes, campers, boats, or any other recreational vehicles must not be parked or stored on campus. Special circumstances can be discussed with the Parking Office.
A motorcycle is defined as any scooter, moped,
motorcycle, or motorized bike that requires a license plate. Any motorcycle parked on campus must be
registered with the UND Parking Division and display a valid
motorcycle permit. If you have a
vehicle registered on campus and are also going to be using a motorcycle, the
motorcycle permit is free of charge. If
you do not have a vehicle on campus and will be using a motorcycle only, the
motorcycle permit fee would be equal to 1/2 the current price of a vehicle
permit. Motorcycle permits must be affixed to the front
windshield or on one of the front forks. There are no specfic lots or spaces
assigned to motorcycles. They are
required to follow the same regulations as other motor vehicles parking in
their assigned lot. The exception is
they may park in the hashmarks of their designated permit lot (at the ends of
the rows) providing they are not creating a safety hazard or blocking any
roadway/walkway. Motorcycles parking in
metered lots or timed zones are not allowed to park in the hash marks or exceed
the time limit.The Memorial Union loop has designated 30 minute motorcycle spaces. They may not park on a sidewalk or at bike racks. Motorcycles cannot be stored on campus during
winter months. Please call the
UND Parking Division at 777-3551 for more details.
Retired Employee Parking Permit
If the vehicle is sold, the decal must be removed and returned to the Parking Office for a replacement decal. This will also allow the Parking Office to change the vehicle registration information for the retiree. If the decal is not returned, the retired employee would be required to fill out a new registration and purchase a replacement permit.
Note: If the retiree is maintaining an office on campus or continuing to park on a regular basis, it is required that they continue purchasing an A (red) zone permit.

Purchasing
a Parking Permit
Applications may be obtained from the UND Parking Division located in the lower lever of the Memorial Union. All permits are valid for a fixed period of time; however, permits may be purchased at any time of the year and prices are prorated as the year progresses. Parking permits are available for presale beginning the last week of April.

should be made payable to UND. Please do not send cash through the mail. (At
this time UND Parking Division is not equipped to accept Passport

Payroll
deduction is a convenient method for benefited faculty and staff personal to
purchase their required annual permit.
Eligibility – faculty and staff are eligible to purchase a parking permit through monthly payroll deductions if the following criteria are met. The individual must be a fully benefited employee with a minimum 9-month appointment. A pre-tax amount will be deducted over 18 pay periods. It will automatically be renewed the next appointment year unless written notification of termination is received by the UND Parking Division. A new permit or validation sticker will be mailed out to renew your permit each year thereafter. Upon termination of your employment, you will need to turn in your permit.
Changes throughout the Permit Year – sometimes people have a need to purchase or change permits at some point during the permit year. Permit types may be exchanged by returning the original permit and completing a new application.

All parking on campus is allocated and assigned for
specific uses. Lack of a parking space does not justify illegal
parking. The permit holder, registered
owner of the vehicle, or driver can be held liable for any parking infractions
or expenses that occur with or because of the vehicle. Parking regulations are enforced and permits are required 24 hours a day / 7 days a week, unless otherwise designated by parking lot signage.
Meters are used in high-demand areas to facilitate short-term parking. Anyone can park at a meter on campus; however, the meter fees must be paid. Visitors and University affiliated people are not exempt from parking meter charges.Meters accept nickels, dimes, and quarters. Meters vary from ½ hour to 4 hours and some are enforced 24 hours a day / 7 days a week. Meter information including rates, is posted either on the meter itself, or at the lot entrance. Report all malfunctioning meters to the Parking Office immediately and identify the location and meter number found on the meter head. If a citation is issued to a vehicle parked at a malfunctioning meter, advise the Parking Office for assistance. Accessible permits are not exempt from paying the meter fee.
All faculty and staff that park a vehicle on campus are required to purchase a permit and park in any A (red) or G (brown) lots on campus.
Students, depending on their
residency, are able to park in S (blue), G (brown), or any green housing lots.
Visitors with accessible parking needs are encouraged to contact the Parking Office to obtain a free accessible needs visitor pass.
When an event that will involve a large number of visitors is held on campus, the sponsor must make arrangements with the Parking Office for parking accommodations. The office will advise the event sponsor where visitors are to park. It is the responsibility of the sponsor to notify the Parking Office well in advance of the event.
In the event a visitor/guest of the University should park inappropriately and receive a citation, he/she should contact the Parking Office for assistance.
Certain parking lots will be used for paid event parking. These lots include the Parking Ramp, Wellness Lot and the Tabula Lot. Parking in these lots during an event such as an athletic game or concert will require a fee per car. Parking staff will be available to assist and direct vehicles. Seasonal passes are available at a reduced rate for anyone planning to attend all athletic events. These passes may be purchased at the Parking Office, Barnes & Noble Bookstore, by mail, and from the Event Staff for see the parking web site for a schedule of events in which event parking fees will occur. Individuals choosing not to park in a paid event lot will not be allowed to park in other University lots unless they display a valid parking permit. Violators will be cited.
Service Vehicles are to use Service Vehicle Parking areas
that are located at various locations throughout the campus. Service Vehicles
are not allowed to park on lawn areas, sidewalks, or other no parking zones.
Service Vehicles that park in the 30-minute timed zone in front of the Memorial
Union are not allowed to exceed the 30-minute time limit. Please contact the
UND Parking Division to obtain locations of Service Vehicle
zones.
Service vehicle zones become thirty-minute timed zones between the hours of 4:30 pm and 4:00 am. This does not apply to the service vehicle zones on Second Avenue.
Patients and visitors to the Family Practice Center,
located on the North end of Campus, may park in the designated area directly in
front (east) of the
Barnes
and Noble
Customers to the Barnes and Noble bookstore may park in the designated customer parking area directly in front (east) of the bookstore.
Visitor Pay Lot parking can be used by all faculty, staff, students and visitors. This lot is a pay parking lot and the hours of operation are from 7:00 am – 5:00 pm, Monday – Friday, between the hours of 5pm & 10pm UND permit required. This Visitor Pay lot is located in the center of the campus at the intersection of Centennial Drive and Campus Road. The lot is staffed by an attendant who can provide information on locations of administrative and academic offices. The charge is based on an hourly rate. See the Fee Schedule appendix for the rates. The first half hour is free parking. Coupon books are available for purchase to use in this lot. They may be purchased at the Parking Office or from the Visitor Pay lot attendants.
Temporary Permits
The Parking Office will issue a temporary Accessible Parking Permit to any student, faculty, or staff for up to two weeks upon receipt of a physician’s statement verifying the need for accessible parking. If a longer time is needed, the individual must obtain a state Accessible Parking Permit (often called a “Mobility Impaired” or “Handicapped” parking permit). The Parking Office can extend the UND Temporary Accessible Parking Permit to match the length of time authorized by the state.
Permanent Permits
The Parking Office offers a permanent Accessible Parking Permit to those who already have a state issued permanent accessible parking permit. If you have a state issued permit, bring it to the Parking Office and a UND permit will be issued. If you do not have a North Dakota or other state accessible parking permit, please contact the Parking Office for more information.
Parking
Designated accessible parking areas are to be used if the vehicle operator has a UND Accessible Parking Permit. If these areas are unavailable, the permit holder is allowed to park in any parking lot space except the service vehicle spaces on Second Avenue. NOTE: Vehicles displaying accessible parking permits will be cited in expired meters or designated time zones.
Fees
Temporary handicapped permits may be purchased from the Parking Office. There is no additional charge for a temporary or permanent Accessible Parking Permit if a person already has a valid Parking Permit.
Visitors
Visitors with accessible parking needs are encouraged to contact the Parking Office to obtain a free visitor parking permit and accessible parking information.

Summer / Winter Parking - Holiday / Student Breaks
Summer parking begins the Monday after Spring Graduation in May and ends the Friday before school starts in the fall. During the summer, open parking is permitted for all of those who have a valid UND parking permit. This allows anyone with a valid UND permit to park in A (red), S (blue), and G (brown) zones except: the Airport, Swanson Hall/Memorial Union lot, Twamley, Upson and Wilkerson “A” lot.
Note: These exception lots are never available for open parking, and always require A (red) permits.
The University does not allow recreational vehicles such as campers, boats, and trailers to park on campus. If special short-term accommodations are requested please contact the UND Parking Division. Without special arrangements vehicles could be impounded or relocated at the expense of the owner. All vehicles on campus must be operable and driven on a weekly basis. Long-term parking is not allowed.
During certain Holidays and Student Breaks, open parking is permitted just like during the summer (see above). These Holidays are: Friday after Thanksgiving, Christmas Break, Spring Break, and Easter Monday. This does not apply to finals week, reading and review days, or other holidays. UND will make every effort to keep lots and roadways clear of snow. The frequent moving of vehicles is encouraged to assist with the snow removal procedure. Parking on or near piles of snow can create a safety hazard, which is a ticketable offense. Hashmarks and the ends of the rows are difficult to see in the winter, however parking in these areas creates a safety hazard and is not allowed. These are still ticketable offenses and in some cases vehicles may be relocated at the owner’s expense.
Special consideration is given to vehicles parking around the residence halls at the beginning and end of each semester. During this time parking enforcement is limited. Tickets may be issued to vehicles parked in “no parking zones” or “handicapped or accessible parking spaces without the proper handicapped permit. Tickets would be issued if a vehicle is parked in a manor that could create a safety hazard. Parking on grass or sidewalks is prohibited . For more details contact the UND Parking Office at 777-3551.

Parking Permits : Permits are required in all UND parking lots at all times. Regular permits are valid anytime and PM permits are available for evening and weekend parking.
Loading Zones: The maximum time allowed is 30 minutes. All loading zones are enforced 24 hours a day / 7 days a week. These spaces are to be used for loading and unloading only.
Timed Zones: The maximum time allowed is 30 minutes unless otherwise posted. Timed zones are enforced 24 hours a day / 7 days a week. Moving vehicle from one space to another or back and forwards-Does not give additional time or prevent citation.
Service Vehicle Zones: Service Vehicle zones are enforced from 4:00 am to 4:30 pm. These spaces are available to Service Vehicles, State Fleet Vehicles, and K- Permit holders. Service Vehicle Placard holders may also use these spaces for a maximum of 90 minutes.
